i wana ask if applicant go for judicial review and applicant nearly
completing 10 year (during judicial review) still this time will
count in 10 years and he can apply on 10 year base thanks

As per OP question, does anyone know if time on JR counts towards 10 years ILR?

If you apply for JR, complete your 10 years while on JR, have not got decision, can you apply for ILR without JR decision?
