I am on HSMP and got FLR upto 2010. My son was born in Nov 2007.
Does he qualify for HSMP Dependant and also Should I fill FLR(0) form for him ?

Congratulations! See also Birth to five: 2007 edition.

If your son will not be traveling outside the UK, then you do not have to make any immigration application for leave to remain for him (Chapter 8 - Family members > Section 4a - Children born in the United Kingdom who are not British Citizens and Chapter 8 - Family members annexes > Annex P - General guidance). You may choose to add him as your dependent at the same time when you extend or apply for settlement.
