They are not slow. It is due to number of applications they receive.
I saw in some other post that they had to wait for 3 hrs in banglore to submit application. That should give you idea.
In pune VFS office, it is just kind of go there and submit it. No queue.
So don't blame BHC for everything. And everybody should understand, this scheme is open to abuse and BHC has every right to asses it carefully. I guess, at the time of application itself, VFS guys gives you idea about processing time it would take.
