A COUPLE HAVE BEEN HERE FOR 7 YRS,THEY BOTH HAVE ILR AND 2 CHILDREN .
THE QUESTION IS.
DUE TO THE FACT THAT THEY DON'T HAVE ANY ID WITH THEIR PHOTO ON ,THEY CAN'T DO THE NATURALISATION TEST( YOU NEED TO PRODUCE AN ID WITH A PHOTO),THEY HAVE TRIED TO APPLY FOR A DRIVING LICENCE BUT ALL IN VAIN,SINCE THEY REQUIRE THE SAME.
THEY HAVE TRIED THE LAWYER BUT DIDN'T WORK.AT THE MOMENT THEY DON'T KNOW WHAT TO DO.
PLEASE HELP.
( SOME ROMOURS THAT IDS WILL HELP) IS IT TRUE.

Don't they have a passport they could use?
As they have ILR status, surely they should have nationality elsewhere and be eligible for a passport?

Why not, was an application made or was it just a crap lawyer, or do they genuinely have ILR? Someone with settled status in this country can apply to BIA for a Certificate of Identity if they are stateless or otherwise unable to obtain a passport or identity document from their country of origin.

Why don't they just go to their country's embassy and get a passport?
In a few years time we'll look back on immigration control like we look back on American prohibition in the thirties - futile and counter-productive.

Their Embassy will not provide them with passports due to fact that they are asking them for IDS FROM back home,which they can't provide,because when they came here they didn't have anything ( passport or ID)

Then they are in a sticky situation. If their own country doesn't believe they are who they say they are then how do they expect the British government to?
I find it hard to believe they have managed to get through entire ILR process, even if they were asylum seekers, without a single bit of photographic ID.
I would suggest their only option is obtain a certificate of identity from the Home Office:

Does not ILR sticker itself has a photo of the owner on it? And how did they get ILR without a photo ID?

I heard the HO is now placing ILR stamps on people's foreheads in case they don`t have photo IDs

Did they come as asylum seekers? In that case, they could apply for the Travel Document. But they would need to have their photos validated by a solicitor or other specified person. More info here:

It will be interesting what the UK government will do about issuing Identity Cards to people who do not otherwise have any ID...
This is a strange situation. They have been in the UK for 7 years, and have ILR. Normally you must then wait for 5 years after ILR to get citizenship. So that means they got ILR after only two years in the UK.

It probably means that they applied for asylum and were granted full refugee status and ILR. There's no qualifying period if you have a successful claim for asylum

The applicant can not get a drivers license because they do not have valid photo ID.
Does the applicant have an OLD photo ID such as an old passport?

Bravo John, you go out of your way to find stuff for people
I was thinking along the same lines. Surely there is some provision for this kind of status but I was also thinking, all they have to do is ask the HO for what that would be.

Err, no, you wait for 5 years before obtaining ILR, then you wait 1 year after obtaining ILR to obtain citizenship.

Actually you suggested a certificate of identity, which is over three times the cost of the Convention Travel Document. £210 compared to £66.
