It means that the decision is withdrawn, they notified you and will notify the tribunal.
What does the letter says? They give a reason in a letter why they've withdrawn or they should have sent an email.

Refused: 02/03/2015
Appealed: 28/03/2015
Payment Taken: 20/04/2015
Appeal Notice: 15/06/2016
ECM Review Deadline: 28/09/2016

this letter from first tier tribunal not from home office
no reason explained and just wondering notice of home office decision withdrawal means is home office previous decision withdrawn ?could it be overturned my appeal or not?
