6 months closing- no answer

Hello,

I'm writing in hope of developing plan of action.
In short (as its even possible)- i'm EU national and my unmarried partner- (cohabiting for 4 years, have a child together) is nonEU. We were living together for two years before coming to UK through EU family permit. Before family permit expired we submitted EEA2 application on base of me being self employed which was refused based on luck of proof of self employment. By the time it was refused i had started full time employment therefore we decided not to appeal against refusal but submitted all new EEA2 application this year January.
With the new application we submitted around 2 months worth of payslips, bank statements showing salary coming in, photos of us, child birth certificate, letter from my employer, letter from my family stating our relationship to be genuine, our passports, our child passport.
As i believe we submitted enough proof we were just calmly waiting and hoping for application to come through fast and simple which hasn't been easy since my fiancee was given Certificate of application without right to work so i'm only provider for the family. But payment was taken from our account very swiftly so we were hoping it to be a good sign.
Now a month ago i started my maternity leave in work as we are expecting our second child this August. I informed Home office about it- sent them the maternity certificate, and used the chance to add some more payslips (14 to be exact) that i had received between the time we sent of application and now.
On end of July we are closing on six month deadline and its been really terrifying especially since our only family income is maternity allowance so we really need this residence card for my fiancee to be able to work- since clearly i cant work right now. Not to even speak about the fear i have of giving birth to a child with all this uncertainty.
So my questions are
1. If the answer still hasn't come is there still hope for it to be positive? I feel like we have done everything right this time around but the longer we wait the longer i feel like there is gonna be something wrong.
2. Who do i write if its still not here by end of the month? Considering the financial situation and incoming child i really don't want to waste any more time waiting? Should i write email or post the letter? If email to whom and what?
3. Are they in the right to be holding my fiancee passport? We applied for his passport to be returned but it was refused based on previous application refused and the fact we are unmarried. Which is the reason we wanted to get his passport as we wanted to marry before this baby ( this case decision to marry isn't connected to visa- just wanting to marry).

Im so very worried and confused its been a long journey that i wish would come to end allready.

1) Yes. Time has little to do with outcome.

2) Write via original address. Or search in forum for relevant email addresses.

3) This appears to be normal practice. An extended family member has little or no rights until their status as the dependent of a named sponsor is confirmed by the issue of a RC.

Luckily wont be needing to write anywhere as we just recieved positive reply from Home Office.
Im feeling so happy and relieved not to have to worry about this for few years now. :-D

And as I had intimated, time (delay) does not directly correlate to eventual outcome - which may reassure others in the same position as you were only yesterday.

We're in a similar situation, did you manage to find the email addresses to write to?

Did you receive a letter with the result?

No, i didnt find the emails to write to. We sent out application and it was delivered in Home Office on January 28 so i was planning to start by writing Liverpool office by post this weekend and then look for emails.
I did write them in May because i was going on maternity leave- that one i sent through post and adressed to Liverpool.

We recieved letter with passport of my fiancee (that was previously held by them), payslips and letter saying that residence card will be sent in ten days.
We are on cloud nine right now. Hope you will get that moment any day now also. :-)
