Depends on individual NCSes. Remember that you can shop around for NCS services. You don't have to go to the one in your council. You can use any one that is convenient. ohara was confused. A Permanent Residence card or certificate is only for those applying as EEA nationals or family of EEA nationals. Yes, I have filled up the new version of the form.
Do you mean Biometric Residence Permit as a proof of permanent residence? Is there any other document that is required for this?

I stand corrected. Don't worry, ohara . As you spend time on these forums you will learn from observation about guessing from people's usernames where they hail from. For instance, a username ending in 786 is highly likely to be from the Indian sub continent. It doesn't go down the drain. It goes towards funding public services in your new country.
