I have removed the post, the purpose of writing it was because I wanted to know if its actually necessary to be on PR to apply for citizenship for EEA national who is in the UK for more than 6 years... As I just read it on the UKBA website.

There is no UKBA, they were abolished in 2013 (as previously advised).

And yes, a PR card is a mandatory prerequisite for naturalisation for those on an EU migration trajectory.

Just needed some information for my partner. He has lived in the UK for more than 10 years continuously but never applied for a PR card.

I just read on home office website that if EU national has lived in the UK for atleast 6 years he can apply for citizenship straight away. He has been working here as a professor, paying taxes etc. ( exercising his treaty rights)

The answer is YES. He will need to get the DCPR first, though, and then he can apply for citizenship immediately.
