Healthcare surcharge refund after applying for new visa

Hello,
My situation is following:
I applied for Tier 2 visa in January 2016 and paid surcharge for 3 years. But in July 2016 I had to change my employer and applied for new visa. I paid 3 year surcharge again.
My question: can I claim refund for my first payment? I will not use 2,5 years of what I paid. If yes, where should I make claim?
