Please Help!

I am just writing today to see if there are any channels I can follow to sort my situation out.

I am 35 years Old and I come from Algeria.

I have been living in the UK for nearly 11 years on unlawful basis (don't
hold a visa), I have never been in trouble so far.I have a been with my
British partner for 9 years. I spend time at her place and she spends time
at my place. in the last 3 years I spend over 5 out 7 days at her place, I
am planing to move in with her this February , but however I have my
account personal and joint account registered to her home address and another
bank account registered to her address as well as my share dealing account
and radio amateur license and my car registration and my driving license
registered to her address.

is there a way we can apply to the home office so I can sort my situation
out. taking into consideration the following points:

1) I have been with my British Partner in a genuine relationship for 9 years (otherwise we could have got married well before if it wasnt genuine relationship)
2) my partner owns her own place and all paid no mortgage outstanding
3) my partner hold a full time job and never claimed a penny in her life
4) we are planing to live togheter for the rest of our lives as we are a
very happy couple
5) I have photos and Tel bills to prove that the relationship existed for 9
years
6) I can get you some letters from people we know to prove that they have have know us for that period of time
7) I have been working for few years and decided to stop as I didn't want to take risks. so I have a full support of my Partner and 2 brothers.

and one final think that my help:

1) I have a brother who has a British Citizenship
2) I have a Brother Who has an Italian Citizenship and has ILR (Indefinite Leave to Remain)

Please I would appreciate if you can just suggest some steps I could take. I do not want to take a risk and take my partner to Algeria to get married as the country is not safe to travel to at the moment.

Do you have any children?

How did you enter the UK?

It may be difficult overcoming the 11 years unlawful stay, except under the Long Residence Rules. However, then you would need to have spent 14 years in the UK.

I would like to get married but I belive I need a COA for HO?
we dont have any children yet, we are planing to have one or two all been well.
I entered the UK from Belgium via eurostar with a french ID.

was a forged one but back in 97 I wasnt checked when i passed thru immigration desk as I came on eurostar from belgium
