Council tax weightage for ILR

Hi Guys,

I will be applying for ILR next year. Currently i'm on tier2 general visa. I came to UK in 2012 and stayed with my friend in the beginning for 4 months. My roommates were students and they were claiming exemption from council tax. I also didn't pay any tax then.

Will it matter when I apply for ILR? If yes can I contact council and pay the amount now? Is there any chance of my application getting rejected even after paying it?
