Visit visa for Mother-in-law

Hi

I applied for family visit visa for my in-laws (family of 4 : FIL, MIL, BIL & SIL) in August. They wanted to come in for the birth of our child but at the time of applying it wasn't making much sense to give the maternity reason for visit visa of 4 people, so we applied as general family visitor and stated that they want to come in to spend a short holiday with us.

Their visas got refused yesterday due to some issues with the bank statements of my FIL. The reason they gave for refusal was lack of proof to establish financial circumstances in the home country, which is fair enough they should've added more supporting documents.

So now I'm planning to apply visit visa only for my MIL stating the maternity reason in the application this time. I'll write a cover letter stating that I'll be covering all expenses for her visit including tickets, travel, accommodation and sustenance and would provide letter from accountant, bank statements, council tax bills etc as supporting documents. (Which I did last time as well)

I've a few of questions here:

1. Do we still need to provide bank statements from my FIL to establish that she has sufficient funds in the bank even when I'm paying for the entire trip?

2. Would it help if I ask them to buy some traveler's cheques from the home country and attach their copies as a proof of funds?

3. Are there any other documents in addition to the ones I mentioned that may be used to support the application?

I know the success rate of visit visa application is quite low these days but I still want to try again : )

Your kind advice and suggestions would be highly appreciated.
