HSMP dependent visa for wife

Hi, I need some information regarding the procedure for HSMP dependent visa. I am getting married in July in Pakistan and will be bringing my wife here in UK on HSMP dependent visa. I have FLR based on HSMP extention, valid till 2010. My question is:

1) is there any english language test requirement for her to be eligible for HSMP dependent visa?

2) what is the current application processing time for HSMP dependent visa? For HSMP applications it is currently 11 working days if no interviews required. Will it be the same for dependent visa? For spouse visa its currently 3 months please correct me if I am wrong in understanding that she needs to apply under HSMP dependent visa category.
