Is it a multiple entry Schengen visa?

Yes, he can travel with this visa, however, if his Schengen visa states that he acquired it as a family member of EU national, he needs to be travelling either with his spouse and proof that they are married or with a good excuse why he is travelling without his EU family member. In most cases immigration officers don't look into it as long as the visa is valid, but sometimes they may stop travellers and investigate.
