5 years + 1 ... question concerning the +1

Hi,

question concerning my stepdaughter:
- Came to UK in 2011 with her mother (EEA citizen) age 14
- Went to school in UK and is now at University
- She got her residency card last month ago as dependent of her mother
- She now has to wait another year to apply for citizenship

Question: This is the last year of her university, she has NO private sickness insurance, but is working some part time jobs while studying. Will this year count as the +1, or does she need this insurance thingy?

After acquiring PR one is no longer required to exercise treaty rights so what she does after getting her DCPR is irrelevant as long as she isn't out of the country for over 90 days. So all good! :)
