Tier 2 General (Cooling Off Period clarification)

Hello,

Please can you assist with a small clarification

I was on Tier 2 ICT visa but I have now left the UK (date of leaving 16/10/2016)
I do intend to return to the UK after the 12 month cooling off period is over, but I am not sure what this 12 month period refer to...

Will I be eligible to submit my T2G visa application after 16/10/2017... or can I get the visa processing done with the provision that I would re-enter the UK after 16/10/2017

you can apply for visa after 16/10/17.
The processing of applying and then assigning of cos can be done before that.
