I would please like to confirm when i can apply for ILR via PEO appointment because i will complete my 6years of discretionary to remain in UK on 08/10/2015 but DLR Visa will expire on 03 July, 2016.
6yrs DLR: 08/10/2009 to 08/10/2015
1). My 6years DLR will be complete on 08/10/2015
2). Can i apply 28days before the completion of 6 years DLR i.e (10/09/2015).
3). Can i book for PEO appointment within this 28 days i.e 10/09/2015 to 08/10/2015.
4). It is possible to book for PEO appointment early before the 28 days of qualifying period.

Applied for extension 20/06/12
Extension granted 13/07/13 to 13/07/16
It took HO 13months to grant extension
Applied for indefinite through PEO Croydon today

My case is the same. For me, the home office took 15months to grant the extension as they misplaced the application. I am applying counting six years from the first date of DL category. So I think you'll be fine to apply 28 days before your 6year completion date.
I don't know about this 42 days rule but I booked only one week in advance. Why don't you wait till you complete the whole 6year time as you are going in person. That's my opinion, you can book appointment anytime as they are available to suit you.
