Cancelling PSC appointment

It is possible we may have to cancel our PSC appointment. If we do so 5 days before the appointment date, I understand we will be reimbursed all the payments. So I presume, if we choose to use the postal route, we pay for IHS and the visa again? That is, you cannot transfer payment from the PSC appointment to the postal application?
