Can I switch employer in Tier 2 short term ICT?

I came to UK in July this year in Tier 2 Short Term ICT. This is my first travel to UK.
Can I switch my employer?

I read in one post that we cannot, is the rule still the same?

No, Tier 2 ICT issued post Apr 2011 cannot switch employers
