Irish wife live and work in the UK

Thank you so much in advance.

I need advise for my friend he is originally from Pakistan his wife Irish, both live and work here in the UK.

1.Married 2012 in the UK
2.Surprise visit by home office 2013, he was not there.
3.Refused by Home Office.
4.Appealed,questioned by judge,granted right to stay.
5.Home Office appealed and won case.
6.Appealed again by my friend, went to High Court-refused again.
7.Awaiting Now Judicial Review.
8.Letter from Home Office Re-detainment ,7 days to 3 months .
9.Plan go to Ireland and apply from there.

Please let me know what you think about this and can he go apply from Ireland or apply from Ireland embassy in the UK or what to do?
