NHS Surcharge Refund

Hello.

My situation is following:
I applied for Tier 2 visa in July, 2015 and paid surcharge for 3 years. But in March, 2016 I had to change my employer and applied for new visa. I paid 3 year surcharge again.

My question: can I claim refund for my first payment?
I will not use 2.5 years of what I paid. If yes, where should I make claim as there is no help available on Tier 2 / Gov.Uk website?
