Assesment organization for GSM??

I have decided to file my case for PR to Australia under General Skilled Migration category.

My Education and Work experience are as :

Professional Qualification : Bachelor of Mechanical Engineering [/b]Work Experience: Over 10 yrs.

First 7 yrs. after Engineering are industrial experience in Mechanical engineering field
( Project Engineering, Mechanical Maintenance and Quality Control)

Present job :
Since last 3.5 yrs. i am working as lecturer (Mechanical Engineering) in a private Engineering college in India, which offers courses at B. Tech Level. This is a teaching job covers teaching of subjects related to Mechanical Engineering subjects and demonstration of practicals in laboratories and wokshops .

please suggest me under which assessing authority, i should put up my case for skill assesment.

To fulfill the condition of 3 yrs work in last 4 yrs. , am i elligible for occupation : Teacher Vocational Education (Trades) for which skill assessing authority is TRA. After going through TRA's official site i got to know that TRA assesses only Non graduates trade level occupations.

This is creating confusion for me, please suggest me by your expert guidance how to proceed for sending my case to which skill assesment organization.

take decision to apply under which Skill category:

whether as Mechanical Engineer or Teacher Vocational Education.
