Self Assessment for Income Tax

I was wondering if anyone can throw some light into the self assessment for Tax. In my country certain professionals are required by law to give self assessment returns. This includes, doctors, lawyers, etc. Once one fills out the self assessment forms, then the Tax Authority does some checking, to see if it is correct and the same is approved and stamped. However, I have read in the HSMP guidelines, that they do not accept self assessment. Surely I am missing something here? What IS self assessment as defined by the HSMP guidelines? If self assessment is not accepted, then how would these professionals qualify?

self assessment return

same return is acceptable by the Home office if it is signed and stamped by the tax authority.
