Afghan national: apply for settlement through New Dehli

just wondering when we apply for visa as Afghan nationals we are presented with a choice of Islamabad or New Dehli. Can anyone confirm if one can apply for settlement from New Delhi as well or not? Afghan national applying for spouse visa

Afghanistan - apply through Pakistan

Unless s/he is a non-tourist already living in Inidia, where did you see that there was a choice to apply in New Dehli?

When we apply via visa4UK there it asks to choose between these visa issuing offices

If it gives you those choices, then choose the one that is more convenient?
