Tier 2 Unrestricted CoS Problem - Advice Please

Hi guys
I need some advise on unrestricted cos allocation. My husband was working on tier 2 General visa but his employer has surrendered licence. Now he found another employer who wants to hire my husband. He applied for unrestricted cos in August and 2 days ago he got reply saying that they have not approved request for cos because we have provided justification who he is employing. But employer's lawyer explained every single thing in the request,also provided required details about my husband but still ukvi is saying he has not provided justification of who he is hiring. can someone please guide what should we do now. Can we make fresh cos request again?or if we can make complaint and ask them to reconsider our previous request ? Also my husband has just left 3months to apply for ILR.we urgently need an employer. Please help.

Hi gbpmstrix, Thanks for reading my question. Our visa will expire on 30st June 2018.we have not got curtail letter yet. He got work permit in May 2012. He got one employer now but they didn't have cos and applied for one but it got refused .
