Not in terms of inviting her to the UK. He can offer financial support to her but see below

potentially there could be an issue with overcrowding in your social housing. It may be worth getting a letter to confirm that this is not an issue. [
4. If I cannot eligible as her financial sponsor, can I still invite her to come?
I am guessing you are paying for her flight etc. Or that your brother is or helping to do so. That in itself is not a problem. The issues you face because of her age and possible lack of ties with her home country. Has she traveled to the UK before? The ECO will be very sceptical if she has not traveled before and if she has no financial ties, land ownership etc in BGD.
