Confused with salary on codes of practice vs Policy guidance

Hi all,
Few info
VISA : Tier 2 General (Due to extend in July 2017)
Job code: 2137 Web design and development professionals
Curent salary: £23,000

I am trying to figure out appropriate salary for my job.

If I look here-

It says
New entrant: £17,500
Experienced worker: £23,400


But if I look on this policy guidance on page 25 https://www.gov.uk/government/uploads/s ... 1_2016.pdf

It says
Under £25,000 -> 0 points.

SO What I am confused about is, when my company ask for allocation of new COS, what will be my appropriate salary?
Is it more than £25,000 or according to COS which is £23,400? :?

I am on same job with same employer

Refer the T2 Policy Guidance again (Section 83). You will fall under this category:

£25,000 or the appropriate rate for the job, whichever is the higher.

In your case, £25,000 is the higher value, so your salary should be more that this.

Also, please note that if you apply for your extension after Apr-2017, this minimum salary value will be £30,000. There is no specific date mentioned in the guidance. I'm guessing it could be 06-Apr-2017.

One more thing.
On the SMS sytems, there is a section 'Request annual allocation renewal'
Under that it says 'give reasons'. Do we have to mention about the salary also? Cause according to 'Policy Guidance', I should be earning £25,000 which I am not at the moment. My current salary is £23,000.
