FPS and Wage Slips from when?

One of my employee started in October2013 but I got visa from March2014.She is with us since then.
I need to send FPS for Nov2013 which shows her start date.
As I m required to create jobs after visa so Can I send first FPS and then wageslips from April2014 till Jan2017?

a. Nov13 FPS with starter date
b. and other FPS reports and payslips of those months out of which you want to claim for your 2FT [24months job] creation.
