As per the above link, English proof is not needed when you apply for extension.

So thats mean, i have to follow the new teir for applying ILR.
One more question, one of my friend need to apply for HSMP initial approval and he will file his case in april under the new teir. As one has to score 75 points
does it mean
55 + 10 (english) + 10 (accomodation) = 75
or
you have to score 75 + 10 + 10
Can anyone explain
