The salary requirement would be checked at the time of making the ILR application, so technically the most recent pay slip should reflect 35K salary.

Howver please note that a jump of 24k to 35k is extreme and UKVI will see it as a red flag (employer trying to get employee the ILR with the intention of lowering salary later??)

There's been a recent case on this - indefinite-leave-to-remain/ilr-on-hold- ... 26868.html

The person affected in the case here had their salary increased for over a year.
