spose visa for overstayers

my husband went back to zimbabwe and we got married recently in zim .i am an EU CITIZEN with treaty right in uk.can he take visa if he was overstayers for long time?

He'd better to it sooner rather than later due to the new rules regulating the re-admission of overstayers coming up in April.
