Approval before 29 of Feb '08 & for EC which rule come u

Who ever has applied for HSMP before the 29th of Feb '08 and if they get approval before the 29th of february 2008 or after. In order to get their EC which rule do they come under? Is it previous one or new one and what about the fee?

I think the rules existing at the time of HSMP would be considered. But seniors please confirm.
