EEA1 and EEA2 application simultaneously

Good day,

My unmarried partner is an EU citizen (Austrian) and has just started working in the UK. I am a South African and plan to join him in early June (giving him enough time to gather 3 months' payslips etc) on an EEA Family Permit. We then plan to apply for the EEA1 and EEA2 residency simultaneously in one application.

I have a few questions regarding the above process:

1. Is it possible to submit the forms together?
2. We will need to prove we are in a durable relationship. Can I submit all my same documentation (with documentation from the recent months included) from my EEA Family Permit process? This will include proof of address, testimonials, photographs, proof of address etc from our time living together in South Africa.
3. NB: What documentation will we need to put together once I arrive in the UK? We are hoping to rent a property from May so should have two months' worth of a lease agreement, and perhaps council bills?

Is the following documentation vital/going to help with number 3 above?
1. Lease/Tenant agreement with both our names
2. Council and Utility Bills
3. Bank statements - will he need to constantly transfer me 'funds' into my bank account to show that he is supporting me? What if I have a temp job and dont require his financial support?
4. Comprehensive Sickness Insurance - Is this necessary for both of us?

Is there anything I am missing? The reason I ask is because we have an immigration agency who can assist but their fees are quite high, we were hoping to do this process without paid help.
