Family member EU Permanent resident

Hi All,

I am British national living in UK. My dad lives in Italy and he is permanent resident of Italy. Other then visit visa is there any other option for him to come and live with me here in UK.
He is Pakistani nation but has permanent resident of Italy. My dad age is 65+.

Did he get PR under EU law?

He should upgrade Italian ILR into citizenship and on Italian passport he can come UK until Brexit process ends.

He got his PR because my brother already has PR and my dad is his dependent.
To change it to Passport he still have to wait for 3 more years.

Nationality of my brother is Italian.
Nationality of my Dad is Pakistani.
