We used the online application at https://visas-immigration.service.gov.uk/product/eea-qp and then lodged the supporting paperwork (copies of passport etc.) at a local council office offering the European Passport Return Service https://www.gov.uk/government/collectio ... rn-service
Online application lodged: 19-Mar-2017
Email confirmation of application received: 20-Mar-2017
Passport copies and supporting paperwork submitted (through council office offering the European Passport Return Service): 25-Mar-2017
Requested return of original documents: 4-May-2017
Registration Certificates Issued: 24-May-2017
We haven't heard anything further as of 12-May-2017. However our immigration lawyer did say that if the supporting documents didn't reach the Home Office within the ten working days allowed after submitting the online application, it would be refused (and it wasn't - so that's a good sign).
