Appeal deadline

Hi All

FTT Decision letter date 25th april 2017 , says appeal should b received no later than 14days after the written reasons of decison , so whats the deadline 8th may Or 9th may 2017 ??

Can any one plz answer this

Wife visa refused in pakistan, now appeal is allowed by FTT ,
I m aware HO can challenge this in uppr tribunal ,
Question is HO can challenge in 14 days or in 28 days ??

I called tribunal service on two different time but both persons said
It is 28days for both party, as ur wife is out of Uk,
This made me confused and anxious
