permanent residence /children bc passport?

thanks for the forum ,can anybody advise me on my case.
I am EEA living in uk since 2002 working at present with 2 children born in uk 06/2003 and 06/2006.I was on benefit for 3 years as caring for my baby.when will I be eligible for PR ?When can I apply for BC passport for the kids(their father does not have ILR yet).

When were you working in the United Kingdom?

And what is father's nationality and when is he likely to get ILR?

father lebanese citizen ilr 2010.

It appears to me that you may have become a Permanent Resident in 2007.

But claiming benefit? Was that legal in your situation? Which benefits did you claim?

If your permanent residence is confirmed, you can immediately register your children as British citizens (cost GBP400 combined).

Do you want to become a British citizen yourself?

Be aware that the children are probably Lebanese citizens too, so be careful about taking them there as neither the British nor French government could provide consular assistance if they were prevented from leaving, for example.

If it would help my kids to get bc yes I,would apply for naturalisation.
how to apply?Do I have to apply for PR beforehand or direcly registering kid for bc???

As far as I can tell you may have automatically became a PR after 5 years in the United Kingdom. You should use form EEA3 to apply for evidence of Permanent Residence:

Others will be able to confirm better than I can, but your break in employment should not affect your status as a "worker".

Once your PR is confirmed, you can register your children as British citizens under section 1(3) of the British Nationality Act 1981:

Also, once your PR is confirmed you may apply for naturalisation yourself, as soon as you have accumulated 6 years residence. You will need to for the Life in the UK Test.

Try what??

If you apply to the Passport Office for your children to have British passports at this point, they will be refused.

The three step process you need to take is:

1. Use EEA3 to confirm your PR status
2. Register your children as British citizens with the Home Office
3. Get them British passports.
