Assigning COS by new employer for change of employment

Hello Experts,

Can someone please feed me with your advices / experience

I had applied for Tier-2 extension and is still on hold (decision yet to be made) for unknown reason where the COS assigned by my current employer has been expired today. I have got an offer from a new employer and they are waiting for a decision to be made on my existing application as I can't have 2 live COSs.

My question here is that can my new employer issue a COS now and thus can I apply for "vary application" ?

i personally think they can assign u a cos now, and u can vary your application so far as your current application decision has not been made.
