I presume you are refering to an application to immigrate to Canada in the 'Skilled Class' category. You can apply either:
1. In a country of which you are a national, a citizen or a legal long term resident.
2. Pursuant to 1, where you are not a citizen/ national then you must have been initially admitted into the relevant country for a minimum period of 12 months.
3. The queues in India are longer than those at London so in principle it is better to apply at the latter post.
4. An exception to 3 is that if your case is not processed during the validity of your current UK visa, and you need an interview then you must be prepared to get a visa to return to the UK for such.
5. If you are unable to return to the UK for the interview your file will be closed.
6. Under the new Immigration Act files are not transferable between posts - likewise the Canadian authorities cannot interfere or be involved in any visa applications for you to attend interviews. It is purely a matter between you and the British authorities.
