FLR adequate accommodation

Hello people, I want to apply for wife's FLR. And currently living with my mother. wondering whether my mothers council home would be ok. She pays the rent in full (so gets no housing benifit)and been working as a teacher for numerous years. If so what documents would we need to provide

Thank you, ! What happens in the case you can't get a letter from the council ?
