COS for tier 2 General (cooling off)

Hi everybody, Hope you are very well. I was on tier 2 general and resigned from my NHS job and left UK on 8th Nov 2016. Can my employer apply for my COS before 8th November 2017? I know i have to make application after 8th Nov.
Is there any rule about COS that i am not aware of?

I am really thankful to anybody answering this already. You make my life less difficult. Lolz

Assigning COS before 12 months cool off should be ok
Any suggestions I make in the forum are out my personal experience and should not be taken as a legal/professional advise.
