Spouse settlement visa if receiving Carers Allowance

Hi,

My daughter got married in October 2016 from Pakistan.

She currently receives Carers Allowance and is still looking for a part time job so she can call her husband over to settle in the UK.

My question is that can she put in a settlement application for her husband if she receives Carers Allowance and Income Support if she were to apply for Income Support as she is unable to get a part time job at present.

She does not pay any rent as she lives with me and I own the house and there is a spare room for them.
