UK-BE-ZI situation, advice needed

UK-BE-ZI situation, advice needed

She: Zimbabwean national, moved to the UK 3 years ago, holds a ZI passport, and visa is now up for renewal.
He: Belgian national, living in BE, holding BE passport
3rd party: her son, ZI passport, but adopted by her parents, also ZI nationals, also living in the UK, because they wanted to avoid that he could be sent back to ZI if her visa would not be renewed.

Wedding plans being discussed, but i don't want to wake up any government by asking questions, so I'd rather ask first here.
1. If we would get married, where would be the best place? (guessing BE)
2. what status does she get?
3. can this be done, even if she gets no more visa/
4. does she need to go back to ZI to ahve sth specific?
Any other issues you might think of?

Goal will be to live in Belgium. In a first stage we could see her son continuing his education in the UK, but we'll need to consider him coming over too, maybe under guardianship or so.

Belgian law, not EEA rules - no idea now!

EU, ie European immigration rules. We used to call it the Common Market in the UK!
