Work permit for non eea citizen

Hi,

I have a friend who is a non eea citizen from russia. He is currently working in technology (and has been doing this since 2014) which would fall under the critical skills permit. He has worked on several complex projects successfully. He has received an offer from a tech company in ireland and this is subject to work permit issue. His challenge is that he has no degree. his skills are all self taught and his highest education level is highschool. his salary will be over 30k but less than 60k.

Any idea which work permit to apply for and how to increase his probability of getting it issued?
