any new rules for Permanent Residency ??

Guyz, I have been hearing rumours that new rules are about to be introduced for Permanent residency. Currently as everyone know its 5 years stay followed by english proficiency exam etc... any pointers ??
not sure if they are just rumours

The government has proposed changes for permanant residency and citizenship rules. As of now the proposal is in consultation phase which will end in May 2008, after which a draft bill will be submitted in the parliament in November 2008.
