No, they obviously won't award points for a non-existant qualification. The question was whether someone can apply which they can. So you think they will award 50 points for the PhD which you have not yet finished?. If so, HO might start awarding points for qualification which you INTEND to do. How cool would that be.....

it means that if you were given EC to do phd, u need to complete it first.
