why "liable for detention" and asking for sign..why

just wanted to understand why HO tell some ppl 'they are liable for detention' and ask them to report frequently to them..why can't they just detain them ? human rights ?

what is the purpose of this exercice also what does it tell us of the frequenc of such requirement ?

does ppl who hv been asked to report weekly more likely to be detained than those asked to report monthly ?

any docs that explains this rationale..pls ? I am curious to know..

they cant detain as there is not enough space to detain everyone.
However, once people start missing appointments, then they can be classed as , like absconders, and then detained.
I dont think there is any correlation to the frequency.

Why should they have provisions when they have no right to be in the UK?

There is provision for people to make a voluntary departure and get money to help resettling in their country of origin as well. There isn't a human right to stay in the UK just because they like it here.
