Are Foreign Born Children before Naturalisation entitled to Irish Citizenship? If yes what are the procedures.

I should be glad if members could please shed a light on whether Foreign Born Children before naturalisation - through marriage to an Irish citizen - are entitled to Irish citizenship.
Furthermore, if the answer is yes what are the procedures.
