Change to Tier 2 General from Tier 2 (ICT) dependant while on Job

Hi,

I am currently working in UK on Tier 2 (ICT) dependent Visa. My spouse is the main Visa holder. We currently have BRP dating till JAN 2018. The extension depends on the work at that time.

My employer is ready to give sponsorship so I can continue working.
I have few questions though.
1. I understand that I have to apply from abroad(home country India) in my case. Is that right?
2. If above is true, can I do it while on leave from the current job? Or do I have to resign and join back?
3. I am not sure what should the COS ,mention about my current employment with them or is it irrelevant as any ways it will be a new Visa application?
4. Will I have to go through the TB test again? As I have already been staying in UK for last 9 months ?
