Does anybody know if legal aid is available to tier 1 visa holders as well ?
Does legal aid come under the 'no recourse to public funds' ?

I don't think you can use legal aid. Asylum seekers and settled people can use that.

Yes it is available but depends on certain criteria

People with no recourse to public funds (NRPF) can apply for legal aid funding to help with legal costs. However, legal aid is now only available for certain types of legal advice. Eligibility for legal aid funding depends on a person’s financial circumstances and, for some matters, how likely their case will be successful.
